As members of the Hungarian Young (HYA), we voice our concern about the fact that, following the reorganisation of the HUN-REN Hungarian Research Network in 2025, the PIC numbers (Participant Identification Codes) of HUN-REN’s former organisational units have been withdrawn, but no new codes have been approved for them yet. This situation may entail substantial difficulties for those Hungarian researchers who wish to participate in EU calls or who are already managing such grants, as well as for foreign researchers wishing to apply to Hungarian institutions.
HYA greatly appreciates the significant efforts that have already been made to address this problem; however, we would like to emphasize that the frequent reorganisations have already created a great deal of uncertainty, which is further exacerbated by the current situation for the Hungarian research community. Any such developments tend to undermine the predictability of research careers and international competitiveness.
HYA firmly believes that all science policy stakeholders have a shared responsibility to create such a legal, organisational, and infrastructural environment for outstanding researchers that will allow them to participate in EU research grants on an equal footing with other members of the European research community, without administrative barriers. This is not only in the interest of the Hungarian research and development system, but also serves to maintain the competitiveness of the entire European research ecosystem.
Therefore, For this reason, the Hungarian Young Academy urges all relevant decision-makers and science policy actors to take all necessary steps within their power to attain this objective as soon as possible.
